The Irish Council for Social Housing (ICSH) is asking for the government to ensure that Budget 2023 is focussed on addressing the cost-of-living challenges. The priority must be to protect low income households facing rising costs. These cost of living challenges are evidenced in the housing system with rising energy bills, higher private rental costs and an increasing number of people experiencing homelessness. This situation further underscores the need to deliver more social and affordable homes and to remove any blockages that may hinder the delivery of new homes already in the pipeline.
This pre-budget submission will outline a series of recommendations that the ICSH believe are necessary to deliver more social and affordable homes, including building capacity in the sector, delivering sustainable homes and tackling the ongoing cost of living challenges households are facing, and will continue to face, heading into winter.
