A model management agreement was signed at the Inclusion Ireland conference at the end of March 2009 between Monaghan County Council, the Health Service Executive and Monaghan Branch of Parents and Friends of People with an Intellectual Disability and Monaghan Housing Associaiton.
The partnering agreement is available to housing associations throughout the country to adapt and adopt for their own use, taking account of individual circumstances, capactiy and background.
The tripartite agreement defines the respective roles and responsibilities of the parties: the local authority, the HSE and the housing association, its purpose and function, the status and duration, shared interests, delivering on the afreement and its review and termination. It covers areas including capital funding and the mortgage conditions, housing and support needs, allocations, rent payments and voids, repairs and maintenance, insurance, financial management and the provision of tenancy agreements.
