This year’s ICSH National Social Housing Conference (sponsored by EnviroBead), Maintaining Momentum – Delivering Homes for All, took place in The Slieve Russell Hotel Golf & Country Club, Ballyconnell, Co. Cavan on October 15th and 16th 2025.
Conference Theme
This year, we jad a particular focus on delivery beyond general needs. The AHB sector grew initially from groups of voluntary bodies building small housing schemes for older people across the country. When the ICSH was established, we began calling for an expansion of the sector to provide housing for a
growing older population as well as the opportunity for older and disabled people to move from larger to smaller homes in supported settings.
- Our Conference this year looked at how we can ensure delivery for all.
- We had a focus on Finance. How can we secure adequate funding and what are the roadblocks?
- We will focus too on multi-agency approaches and the importance of the AHB relationship with local authorities, the HSE and other key partners and stakeholders.
- And harnessing the lived experience of individuals and households with additional needs and showcasing models of best practice to create value, guide decision-making and improve outcomes.
Since our last Biennial Conference, the AHB sector has worked with Government on sector funding, specifically the CALF and CREL funding models, resulting in sustained delivery to 2024 and a robust pipeline. We have also raised the issue of reduced delivery of CAS funded homes (specifically for vulnerable households), the lengthy application and approval processes, as well as the challenging funding environment for CAS delivery, such as shortfalls in incomes to cover the rising costs of these home in the long-term.
It remains a key challenge for the AHB sector to both deliver on targets for general needs social and affordable housing, and ensure that the delivery of homes for households with additional needs is not left behind. Since the early days of the AHB sector this has been both our core value and our differentiator, and it must remain so.

ICSH Community Housing Awards 2025
The ICSH Community Housing Awards offers a platform to demonstrate innovation and sustainability in public housing projects that our approved housing bodies members, local authority partners and the Land Development Agency deliver for communities across the country. The 2025 Awards recognise excellence across eight individual categories. Category entries are from both urban and rural projects that communicate the diversity of affordable housing being delivered across the country.
Winners were announced at the ICSH National Housing Conference at 4pm on Wednesday 15th October 2025 in the Slieve Russell Hotel, Cavan.
