Job Title: Property Officer (Part Time)

Reports To: Housing Manager

Hours: 18-20 hours per week (0.5 FTE)

Location: As per Terms and Conditions

Purpose

To deliver the inspection and repairs functions across SJOG HA stock of approximately 190 properties, to maintain accurate property attribute and insurance data, and to provide technical advice to the Housing Manager on the condition of the stock. Asset investment planning and the co-ordination of cyclical servicing are led by the Housing Manager, whom this post supports. The role works alongside the part time Housing Officer, who holds the tenancy management responsibilities for the same stock.

Key Responsibilities

Property Inspections and Surveys

• Conduct pre and post inspections across the stock, in the region of 150 annually, of which approximately 50 involve defect analysis.
• Identify and report on structural defects, damp and mould, disrepair, unsafe features, fire safety compliance matters and non compliance with applicable standards.
• Treat damp and mould as a priority category, recognising the health implications for residents who may have existing vulnerabilities.
• Prepare inspection reports and maintenance schedules.
• Verify property attribute information during inspection and update the asset record accordingly.
• Liaise with and update Local Authorities and other stakeholders.

Responsive and Planned Maintenance

  • Action and monitor repair requests to ensure completion within published timescales.
  • Oversee urgent repairs including leaks, fire incidents and electrical faults.
  • Oversee major works repairs and review completed works to ensure value for money.
  • Determine repair liability and notify the Housing Officer of any rechargeable repairs.
  • Action remedial works arising from servicing and compliance checks, the programme for which is co-ordinated by the Housing Manager with administrative support.
  • Provide stock condition, defect and cost information to inform the Association’s asset investment planning, which is led by the Housing Manager.
  • Assess and manage reinstatement obligations arising at the end of a lease, ensuring condition requirements are met and costs controlled.

Project and Contract Management

  • Write specifications for repair, refurbishment and improvement works.
  • Support tendering and procurement of works and service contracts in line with SJOG HA procurement policy.
  • Monitor contractor performance and quality, ensuring works are completed on time, on budget and to standard.
  • Prepare cost estimates for repairs, upgrades and major works.
  • Work with Finance to monitor expenditure against budget, and process invoices within delegated limits.

Standards, Health and Safety and Compliance

  • Ensure lettable stock meets the minimum standards set out in the Housing (Standards for Rented Houses) Regulations 2019, and respond to Local Authority inspections.
  • Where a property operates as a HIQA registered designated centre, ensure the premises meet the applicable regulatory requirements and act on inspection findings.
  • Maintain a record of which regulatory regime applies to each property.
  • Advise the Housing Manager on the statutory compliance position across the stock — fire, gas, electrical, water hygiene and asbestos — and carry out remedial works arising.
  • Prepare for audits and building safety inspections, and respond to compliance failures.

Adaptations

  • Carry out technical inspections for adaptation requests, in the region of 10 per year.
  • Administer approved adaptations and liaise with Occupational Therapists, residents and contractors.
  • Apply for and claim adaptation grant funding from the Local Authority.
  • Complete pre and post inspection of all adaptation works.

Asset Data and Insurance

  • Maintain and validate property attribute data on the asset database, working with the Data Administrator.
  • Capture and validate property and insurance attributes for all new properties, and ensure each is added to the insurance, servicing and compliance schedules before handover.
  • Process property insurance claims and liaise with loss adjusters.
  • anage specialist consultant input where a matter falls outside the technical scope of the post — for example stock condition surveys, reinstatement cost assessments, structural investigation or fire safety advice.

Acquisitions and New Developments

  • Carry out technical inspections and prepare reports on prospective property acquisitions.
  • Review Safety File information and conveyancing documentation on acquisitions.
  • Contribute to scheme appraisals prior to acquisition.
  • Attend site and progress meetings, pre handover inspections and snagging.
  • Manage the defects liability period and pursue defects with the contractor.
  • Provide property information to the Housing Officer ahead of sign ups.

Residents, Stakeholders and Management Companies

  • Explain planned works, timelines and disruption to residents, working with the Housing Officer where additional support is needed.
  • Handle property matters sensitively, recognising that residents may have an intellectual disability or mental health difficulty, and obtain consent for works and access consistent with the Assisted Decision-Making (Capacity) Act 2015.
  • Manage property related complaints and any RTB cases concerning disrepair or property standards.
  • Refer matters concerning Owners’ Management Companies to the Housing Manager, who holds that relationship, and provide the technical information, inspection findings and cost information required to support it.
  • Liaise with Local Authorities, Occupational Therapists, contractors and other stakeholders as required.

General

  • Display the mission and values of SJOG HA in your actions and behaviours.
  • Work in accordance with the Health and Safety Policy and with SJOG HA Data Protection Policy and GDPR obligations.
  • Maintain accurate, up to date records on the housing management system.
  • Undertake other duties commensurate with the grade and purpose of the post as reasonably requested by the Housing Manager.

Person Specification

Essential

  • QQI Level 7 or higher in building surveying, construction management, architectural technology or a related built environment discipline; or QQI Level 6 together with a minimum of three years’ experience in property inspection, maintenance or asset management.
  • Demonstrable experience of building defect diagnosis and of specifying remedial works.
  • Working knowledge of building construction and building pathology.
  • Knowledge of minimum standards for rented accommodation and of landlord health and safety obligations, including fire safety and asbestos.
  • Experience of inspecting property, specifying works and managing contractors.
  • Ability to identify where a matter requires specialist input and to commission and manage that input effectively.
  • Accurate record keeping and confident use of housing and asset management systems.
  • Full clean driving licence and access to a car.
  • Willingness to undertake relevant professional or technical training within 24 months of appointment, supported by the Association.

Desirable

  • Associate membership of the Society of Chartered Surveyors Ireland (Assoc. SCSI), or Chartered membership (MSCSI, MRICS) on the Building Surveying pathway, or working towards either.
  • Experience within an Approved Housing Body, Local Authority or social housing setting.
  • Working knowledge of HIQA premises requirements for designated centres.
  • Experience of disability adaptations and liaison with Occupational Therapists.
  • Experience of property insurance claims and of reinstatement cost assessment.
