ICSH Pre Budget 2024 Submission – Resolving legacy issues to safeguard future delivery

Last year (2022), Housing Associations delivered 4,949 new homes for households on the social housing waiting list and also homes provided through the cost rental programme. This is the sector’s highest annual delivery to date. This pre-budget submission for the 2024 estimates will outline a series of recommendations that the ICSH believe are necessary to deliver more social and affordable homes.

In order to maintain current momentum, supporting the continuing development of new projects and to deliver on the Housing for All targets, the ICSH also believes it is essential that a number of ongoing legacy issues, which include building defects, ageing stock and unsold affordables, are resolved to free-up development capacity for additional new delivery. This submission will also focus on AHB funding and increasing collaboration within the sector.
