About Asset Management and Property Services
Following Oaklee’s deconsolidation from Choice Housing, Asset Management and Property Services has been established as a new function. We are building our in-house technical expertise, developing systems and putting practical solutions in place to support the maintenance, improvement and long-term performance of our homes.

Role purpose
Reporting to the Strategic Asset Manager, you will own planned investment, cyclical works and remediation programmes, with responsibility for approximately €3–4 million of annual expenditure. You will develop investment recommendations with the Strategic Asset Manager and take responsibility for scoping, procurement, project management, delivery and sign-off of the works within delegated authority.
The Planned Investment Manager, Property Surveyor and Sustainability Officer each report directly to the Strategic Asset Manager. You will coordinate their project inputs and those of other teams and external consultants, retaining accountability for the work, budget, quality and completion.

Key Responsibilities and Duties
Planned and cyclical works programmes
- Own planned capital and cyclical works from approved investment priorities through scoping, specification, procurement, project management, delivery, sign-off and final close-out.
- Develop evidence-based investment recommendations with the Strategic Asset Manager, using asset data, stock condition surveys, technical investigations, repairs history, other property-condition insights and resident engagement forums. Set out priorities, options, risks, costs and expected benefits.
- Identify specialist support needs, define consultant briefs, deliverables, fees and timescales, procure appointments and manage consultants’ performance, costs and outputs throughout delivery.
- Provide clear technical advice and programme reporting for the Strategic Asset Manager, Senior Leadership Team and Board.
- Lead procurement for works and consultancy services, including scopes, specifications, tender documentation, clarifications, technical and commercial tender analysis, evaluation, award recommendations and contract mobilisation, in line with applicable procurement requirements and Oaklee’s controls.
- Project manage the works, controlling programme, contractor performance, quality, risk, changes and variations. Resolve delivery issues and secure decisions beyond delegated authority promptly.
- Provide technical input to annual budgets and long-term financial planning, including evidence-based component costs and lifecycle assumptions.
- Take responsibility for approximately €3–4 million of annual programme expenditure, controlling approved budgets, commitments, valuations, variations, forecasts and final accounts with Finance and reporting to the Strategic Asset Manager.
- Own and sign off all aspects of project delivery within delegated authority, including scope, quality, completion, handover and financial close-out. Secure required inspections, commissioning and specialist certification; resolve defects, manage warranties and evidence closure.
Stock condition and asset intelligence
- Coordinate the rolling stock condition survey programme with the Strategic Asset Manager and Property Surveyor, specifying the evidence needed for investment decisions and arranging earlier investigation where risk or data gaps require it.
- Agree survey standards, templates, evidence requirements and acceptance criteria with the Strategic Asset Manager and Property Surveyor, applying consistent requirements to internal and external survey outputs.
- Work with the Administration Manager to maintain controlled asset records and data quality checks, supporting independent external validation of internal survey outputs.
- Validate condition findings and lifecycle assumptions, distinguishing condition, urgency, remaining life and confidence. Coordinate component-library reviews with the Strategic Asset Manager, Sustainability Officer, administration and Finance.
- Analyse repair trends with Property Services and jointly review investment referrals with the Sustainability Officer, using Property Surveyor evidence to assess options and reconcile decisions through the weekly review.
- Record programme entry, deferrals, approvals and accepted transfers. Technical review must support decisions without delaying urgent action or adding an approval gate to the Property Services Manager’s existing delegated authority.
Energy efficiency and sustainability
- Integrate Building Energy Rating (BER) improvements and decarbonisation into planned replacement cycles, aligning programmes with the Energy Master Plan, funding requirements and whole-life value.
- Work with the Sustainability Officer on scoping and day-to-day management of allocated energy upgrades, with Property Surveyor technical support. Retain accountability for scope, procurement, budgets, project delivery and sign-off across the planned investment programme.
Asset onboarding and defects
- Lead technical input to the onboarding of new developments and acquisitions, working with Development and the receiving operational teams.
- Review Safety Files, operation and maintenance manuals, drawings, warranties, commissioning records and other handover information for completeness and usability.
- Identify technical and compliance gaps, their implications and the evidence needed to support authorised acceptance and occupation decisions.
- Coordinate with Development, Compliance, Housing and Property Services to confirm operating requirements, technical actions and readiness for management.
- Programme follow-up condition and defects inspections before contractual notification and warranty deadlines. Support Development with technical evidence and verification; Development retains the developer relationship, contractual notices and pursuit of developer obligations.
Compliance and regulatory support
- Support compliance with the AHBRA Property and Asset Management Standard and Oaklee’s relevant policies and procedures.
- Apply knowledge of Irish Building Regulations, particularly Part B Fire Safety and Part D Materials and Workmanship, and relevant guidance to surveys, specifications and remediation.
- Apply working knowledge of Building Control Amendment Regulations (BCAR) processes, coordinating external regulated appointments and interpreting professional outputs.
- Apply working knowledge of the Safety, Health and Welfare at Work Act 2005 and Construction Regulations 2013, as amended. Support Oaklee’s client duties, competent appointments and coordination with designers, PSDP and PSCS within delegated authority.
- Manage accepted fire-remediation and major-defect packages, obtaining competent specialist scope and completion evidence. Coordinate with the SCQO, who oversees the Fire Risk Assessment programme and reviews compliance evidence and action closure.
- Ensure technical outputs and delivery records support statutory, regulatory, grant and internal governance requirements, with named owners for unresolved matters.
- Provide technical advice within competence and secure additional specialist input where required, including where retrofit or capital works affect fire protection.
Data and reporting
- Work with centralised administration and Finance to maintain reliable programme, cost and completion records.
- Develop clear technical reporting and dashboards showing progress, risks, exceptions, forecasts and actions.
- Provide evidence for management, audit and regulatory reporting, distinguishing works completion, technical acceptance, action closure and payment approval.
Resident and stakeholder engagement
- Plan resident communication and access strategies for surveys and works with Property Services, centralised administration and Housing, including repeat visits, disruption and individual support needs.
- Own resident communication and access planning for planned works. Centralised administration supports appointments and records; Housing supports resident engagement, access difficulties and tenancy matters. Use resident forums to inform priorities and delivery, keeping residents updated and resolving or escalating concerns.
Key Skills and Competencies
Essential requirements
- Chartered status with SCSI or RICS, or actively working towards chartership in a relevant built environment discipline such as building surveying, quantity surveying, construction management, architecture, engineering, or equivalent.
- Minimum 5 years relevant post qualification experience leading planned works, capital programmes, or multi scheme investment delivery in residential housing.
- Strong technical building surveying competence in residential building pathology, defect investigation, and condition based investment planning.
- Demonstrable experience leading procurement, including scopes of work, technical specifications, tender documentation, clarifications, technical and commercial tender analysis, evaluation and award recommendations for planned works and consultancy services.
- Demonstrable experience defining consultant briefs and managing consultants and contractors through mobilisation, project delivery, quality checks, completion and close-out.
- Working knowledge of Irish Building Regulations, relevant guidance and BCAR processes, including coordination of external regulated appointments and interpretation of professional outputs; working knowledge of construction health and safety legislation and PSDP and PSCS functions.
- Strong experience owning capital programme budgets, expenditure, forecasts, valuations, variations and final accounts, with responsibility for project delivery and sign-off within delegated authority.
- Strong report writing and presentation skills, with the ability to explain technical issues, options and recommendations clearly to a range of stakeholders.
- Full clean driving licence and willingness to travel nationally.
Desirable requirements
- Experience within an Approved Housing Body or Local Authority context.
- Knowledge of ISO 55000 and ISO 19650 standards.
- Experience in retrofit and sustainability projects.
- Working knowledge of Code of Practice for Fire Safety Assessment of Buildings 2022 and Code of Practice for Fire Safety Defects Remediation 2023.
- Proficiency in CAD and diagnostic survey tools.
- Basic drone pilot certification A1 A3, or willingness to undertake training.
